That is a mailing address, not a service area: plumbing companies work a metro
rather than a county line, so a company one county over may well cover you.
The county is simply the unit the roster records reliably.
Licensees whose address is outside Texas are not counted in any county
on this site. The roster records their home county too, which would otherwise
put places like Los Angeles and Du Page in a list of Texas counties.
